How do Award Nominations Work?

Are they based heavily on numbers or internal decisions swayed by money? I'm just wondering because I saw they put up a woodie for best performer and thought statistically tech was a shoe in for nomination not to mention he won a woodie previously and has gained "mainstream" appeal.It seems to me like more of a political under the table move to me. I guess I'm really just curious what part connections and paying people off has to do with it. Anyone know?See More
