I think you're reading into things wrong. In that one interview where Tech was signing the booklets while partaking in the interview, he said that Strange had sent them up there for him to sign, that being because he was on Tour and thus couldn't sign them while in KC. Thus, I think you're mis-interpreting them sending pre-order copies to Canada for him to sign as being pre-orders for Canada alone.

With Lady Gaga's album selling 1.1 million in its first week, this is a pipe dream. An album that sells that much in its first week will be at #1 for the next month probably. Sales like that don't drop drastically enough to make a severe change in chart position.

The numbers from last weeks sales just got released. Lady Gaga did the whole music industry a favor. Forgot who came in 10th, but they sold 25k. Her album release helped bring people to stores (and amazon/ itunes) to buy other albums as well, so this last week saw a pretty big jump.
Maybach Music was number 1 rap, with 59,000, most likely sell 30-35k this week, so Tech should have a pretty clear path to number 1 rap album next Tuesday.
Chi Star, Lil Wayne comes out June 21, so Lady Gaga only gonna hold onto first for a few weeks.
