If that's the case...then late 1999 cause if it was early 99, they wouldn't of started the Decade of Excellence tour early 2010. IDK the exact date Strange was started though. That's something Tech/Travis would most likely be the only ones to know.

Yeah I think he meant the idea was set during 1999 and then later actually established in 2000
