He got butt-hurt over Tech titling a song "Cult Leader" because while Tech has actually been deemed a cult leader by many people, Ill Bill wishes he was popular enough and had enough influence to be a cult leader. Tech doesn't want to be one, and Ill Bill is desperate to be one. Cool bro.
