That is just who I think is most talented, now not one of them beats Tech when it comes to a live show, Tech is definitely the best to see live.

No one will ever be able to be the greatest rapper. There are too many things that make up a great emcee. It's like comparing Pac and Big, they're two different rappers. Biggie, IMO, was a great lyricist and could rhyme for days. Pac on the other, was more of a story-teller and was more concerned with politics and society.
Tech is not known for metaphors and punchlines, he's known for flow, speed (while still being able to understand what he's saying), and wordplay. Someone like Eminem is known for just incredible rhyming abilities. Even if Em is not as good as he once was, you cannot say that he can't rhyme anymore. He rhymes just as well if not better, I just don't enjoy the subject matter as much. And I hate that fucking accent.
