Overrated:
1. Tupac
2. Jay-Z
3. 50 Cent
4. Lil Wayne
5. Ludacris (only because everything after Chicken and Beer sucks so incredibly bad)
Underrated:
1. Tech n9ne (obviously)
2. Underrated of Potluck (lol how ironic). 1 ton is pretty damn sick too.
3. Johnny Richter
4. Young Buck
5. Pretty much the rest of Strange, Krizz, Kutt, Skat and Snug, Scoob a beast, Jared from HED PE is a really good rapper for being a metal guy.
My list might change a bit if I took more time to think about it, but thats just some shit off the top of my head.

In no particular order
OVER RATED:
1. Pac (I'm a fan, but all the talk about him is kinda like MJ. When he was a live not many people were like..He's the best ever, but when he died everyone was like...He was the best rapper ever!!!)
2. 50 Cent (IMO after Get Rich or Die Tryin, he was rich so he stopped tryin)
3. Kanye (I liked College Drop Out, that's about it)
4. Drake (IMO he didn't live up to all the buzz he was getting. I bang a few of his songs, but would never pay for an album.)
5. Lil Wayne (Last but certainly not least.)
UNDERRATED:
1. Obie Trice (Lotta people sleep on this dude. His lyrical talent is ridiculous.)
2. Kutt Calhoun (When you introduce someone to a Kutt track, most of the time you're like, this dude is on the same label as Tech N9ne. I think he needs to start getting his own recognition, without Tech's help.)
3. The Clipse (Yeah they got shit on MTV, but they been gone for a bit. People need to start remembering them again)
4. The Game ( People know who he is, but I don't think he gets the credit he deserves. Dude is sick)
5. Young Buck (Once again, people know who he is, but once he left G-Unit, no one really knew if he was gonna make it. IMO, he was the best in that group)
I didn't put Tech on the underrated list cause I don't think he's very underrated. People know what he's capable of, and he's finally getting what he's deserved for a long time.
